About Eileen Blackburn (Co-opted Finance Committee Member)
A Chartered Accountant and a qualified Insolvency Practitioner (“IP”) for 30 years, Eileen is now semi-retired but remains involved in the fee approval system and is regularly appointed to review IP fees by Glasgow Sheriff Court and the Court of Session.
She was formerly a partner in French Duncan LLP and headed up its Restructuring & Debt Advisory practice specialising in advising owner managed businesses. Her experience ranges from multi location retail insolvencies to complex personal cases including insolvent solicitors’ practices. She has worked hand in hand with the Law Society and OSCR on a number of assignments and has experience of the third sector, as a board member and treasurer of a Citizens Advice Bureau.
Eileen’s other board memberships include The Joint Insolvency Examination Board where she represents the Institute of Chartered Accountants (“ICAS”). She is a member of the ICAS Investigation Committee and is the immediate past chair of the Scottish Technical Committee of R3, the trade body for insolvency practitioners. She also sits on R3’s Policy committee.
